(ISC)² F. Lynn McNulty Tribute Award

DEFINITION OF AWARD:

The (ISC)² F. Lynn McNulty Tribute Award recognizes an individual for their outstanding dedication, service, and commitment in government cybersecurity workforce and/or strengthening the security posture of the country’s information resources and infrastructure. It is given to a member of the cybersecurity community for either government (federal, state, or local government), the armed forces or the wider public sector (national or local) who has shown vision and innovation in the government information security workforce. This award highlights information security leaders who uphold McNulty's legacy as a tireless advocate for the security of the nation and a persistent champion of cybersecurity in government.


AWARD BACKGROUND:

"Lynn McNulty made a significant mark in his efforts to achieve the ambitious goal of building a professional government information security workforce and to strengthen the security posture of the country's information resources and infrastructure," says W. Hord Tipton, CISSP-ISSEP, CAP, CISA, executive director of (ISC)². "One of Lynn's very tangible legacies was the GISLA program that he championed, and which has since become one of the most coveted recognition programs for federal cybersecurity professionals today." The GISLA (Government Information Security Leadership Awards) program is now incorporated within the (ISC)²’s Global Achievement Award (GAA) program.

McNulty was a true pioneer in government information security circles, having served in a number of critical and high-profile capacities, including as associate director for computer security at the National Institute of Standards and Technology, as the first information systems security director at the U.S. State Department and as director of government affairs for RSA.

Known for his dedication to professionalizing the government workforce and often referred to by those within the community as the "pioneer" of government information security, Lynn had a tremendous impact on the entire industry. He passed away at the age of 73 on June 4, 2012.

In recognition of all of his contributions, (ISC)² created the F. Lynn McNulty Tribute. Members of the Awards Committee hand-select a recipient for the Tribute Award annually.

McNulty spent his post-government career working in key roles within (ISC)² including as a member of the (ISC)² Board of Directors, (ISC)² director of government affairs and founding co-chair of the (ISC)² U.S. Government Advisory Board for Cyber Security. His achievements were recognized with various designations, such as the exclusive Fellow of (ISC)², the ISSA Hall of Fame Award, the Cyber Security Hall of Fame, the Fed 100 Award, and as one of Federal Computer Week's top 25 federal IT influencers. In June 2012, McNulty was recognized posthumously with one of the industry's top honors, the RSA Lifetime Achievement Award.

  • Excellence: Describe the nominee has shown vision and innovation in the government cybersecurity workforce. Describe how the nominee has been an advocate for the security of their nation or a champion of cybersecurity in government.
  • Leadership: Describe how the nominee has shown exemplary leadership, vision and inspiration to others. How has the nominee demonstrated the highest standards of leadership in the industry? Please describe in detail the extent of their initiatives, responsibilities and resourcefulness. How does the nominee’s notable contributions align with the (ISC)² vision of inspiring a safe and secure cyber world?
  • Impact: What is the impact of the nominee’s work/accomplishment to the industry and to the profession? Share examples of how this individual positively contributed or made an impact on the cybersecurity community.
  • Dedication and Commitment: Describe the nominee’s outstanding dedication, service and commitment in government cybersecurity workforce and/or strengthening the security posture of their country’s cybersecurity resources and infrastructure. Please share the significant contributions to the profession made by the nominee.

NOMINATION REQUIREMENTS:

Eligible Nominees:

  • (ISC)² Members
  • Fellows of (ISC)²

Ineligible Nominees:

  • Self-nominations are not permitted
  • (ISC)² Board of Directors, senior officers and staff

Eligible Nominators:

  • (ISC)² Members and Non-Members
  • Fellows of (ISC)²

SUBMISSION PROCESS:

Your nomination package must contain the following components:

  • Completed nomination form hosted in (ISC)²’s submission system.  Please be sure to complete all required sections and save your work. You may return and finish your submission at any time before the submission deadline.
  • A nomination letter with one-sentence citation (300-words). Letterhead stationery is preferred. Nominator’s name, title, institution, and contact information (phone number and email address) are required. The citation should appear at either the beginning or end of the nomination letter. The nomination letter should account for the accomplishments of the candidate based on the criteria established for this award.
  • A curriculum vitae or Linked-in profile link for the nominee (non-prescriptive). Include the candidate’s name, address and email, history of employment, degrees, research experience, honors, memberships, and service to the community through committee work, advisory boards, etc.

SUBMISSION GUIDELINES:

  • Submissions must align with the category for which they are nominated and requires completeness and accuracy of the information provided.  Nominators may be contacted by (ISC)² staff regarding the nomination package requirements or to clarity or confirm the accuracy of any information provided.
  • Nominators may not nominate the same individual with the same project/initiative under multiple categories.
  • Multiple nominations of same nominee do not increase chances of winning.
  • Nominators can submit several nominations, including several for the same nominee in different categories, as long as the profile and project stay relevant to the category. A separate form is required for each entry, even if you are submitting the same person for more than one category. However, you may not nominate the same individual in the same category, more than once, and you may not nominate the same person with the same project for different categories. The project must be different and appropriate to the category. 
  • An individual cannot win the same category for two years in a row. Award recipients can be nominated and chosen for another award different from the award received previously.
  • If the nominee does not want some of the information on the application known, the nominator may indicate which parts of the application should be kept confidential. Further, the information will only be used to judge against criteria and will not be distributed outside of the committee or announced publicly, without express consent of the company and the nominee. 
  • Members of the judging panel must abide by (ISC)²’s non-disclosure policy. In addition, (ISC)² has a strict privacy policy and will respect all requests for confidentiality.
  • All submissions should be in English. Supporting documents and any material submitted that is not in English will not be considered. Please also provide a brief description of the document in English, if only a local language supporting document is available.
  • Guidelines and procedures may be changed at the discretion of (ISC)².
